US adds 173,000 jobs in August; unemployment rate drops to seven year low

The Bureau of Labor Statistics reported that the US economy added 173,000 jobs in July. Job growth has averaged 221,00 per month for the past three months.Image: Bureau of Labor Statistics.

The US economy added 173,000 jobs in August, the Bureau of Labor Statistics reported on Friday. The unemployment rate fell from 5.3 to 5.1 percent, the lowest since April 2008.

Although August job gains were lower than most economists forecast, job growth numbers for June and July were revised upwards by a combined 44,000. Average job gains over the past three months stand at 221,000, compared to March-May’s 189,000 monthly average. Over the past twelve months, job growth has averaged 247,000 per month.

Average hourly earnings rose 0.3 percent, or 8 cents, marking the largest increase in earnings in seven months. Hourly earnings had risen by 6 cents in July. Wages have risen by 2.2 percent over the past year.

Job growth in August was primarily concentrated in the health care and social assistance, financial activities, and professional and business services sectors. Those three areas of the economy added a combined 108,000 jobs. Food service and drinking places employment increased by 26,000 over the month, and other economic sectors saw employment hold steady. Manufacturing, on the other hand, saw employment decline by 17,000 in August. A stronger dollar and worldwide economic weakness make US exports less desirable, leading to a flattening in manufacturing employment so far this year after steadily rising in the early years of the US economic recovery.

The solid overall job gains led analysts to slightly raise expectations for a decision by the Federal Reserve to raise interest rates this month. Investors raised the likelihood of a September rate increase from 26 percent before the jobs report to 30 percent, and stocks dropped by over one percent on Friday. “The payrolls data is certainly good enough to allow for a Fed rate hike in September,” said Deutsche Bank’s head of currency strategy, Alan Ruskin. “The big question is still whether financial market volatility will scupper the plans.”

“This is the first time the market has looked at a Fed meeting and really has no idea what the Fed is going to do,” said Mark Kepner, a New Jersey equity trader with Themis Trading. “Right now you’re looking at the overall uncertainty and that’s what’s hanging on the market. I don’t think this number in and of itself changes how somebody’s going to vote.”

Chula Vista, California becomes model for blight control laws in the US

Tuesday, October 14, 2008

The San Diego, California suburb of Chula Vista has responded to the recent housing crisis with an aggressive blight control ordinance that compels lenders to maintain the appearance of vacant homes. As foreclosures increase both locally and throughout the United States, the one year old ordinance has become a model for other cities overwhelmed by the problem of abandoned homes that decay into neighborhood eyesores.

Chula Vista city code enforcement manager Doug Leeper told the San Diego Union Tribune that over 300 jurisdictions have contacted his office during the past year with inquiries about the city’s tough local ordinance. Coral Springs, Florida, and California towns Stockton, Santee, Riverside County, and Murietta have all modeled recently enacted anti-blight measures after Chula Vista’s. On Wednesday, 8 October, the Escondido City Council also voted to tighten local measures making lenders more accountable for maintenance of empty homes.

Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.

Under the Chula Vista ordinance lenders become legally responsible for upkeep as soon as a notice of mortgage default gets filed on a vacant dwelling, before actual ownership of the dwelling returns to the lender. Leeper regards that as “the cutting-edge part of our ordinance”. Chula Vista also requires prompt registration of vacant homes and applies stiff fines as high as US$1000 per day for failure to maintain a property. Since foreclosed properties are subject to frequent resale between mortgage brokers, city officials enforce the fines by sending notices to every name on title documents and placing a lien on the property, which prevents further resale until outstanding fines have been paid. In the year since the ordinance went into effect the city has applied $850,000 in fines and penalties, of which it has collected $200,000 to date. The city has collected an additional $77,000 in registration fees on vacant homes.

Jolie Houston, an attorney in San Jose, believes “Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.” Traditionally, local governments have resorted to addressing blight problems on abandoned properties with public funds, mowing overgrown lawns and performing other vital functions, then seeking repayment afterward. Chula Vista has moved that responsibility to an upfront obligation upon lenders.

That kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.

As one of the fastest growing cities in the United States during recent years, Chula Vista saw 22.6% growth between 2000 and 2006, which brought the city’s population from 173,556 in the 2000 census to an estimated 212,756, according to the U.S. Census Bureau. Chula Vista placed among the nation’s 20 fastest growing cities in 2004. A large proportion of local homes were purchased during the recent housing boom using creative financing options that purchasers did not understand were beyond their means. Average home prices in San Diego County declined by 25% in the last year, which is the steepest drop on record. Many homeowners in the region currently owe more than their homes are worth and confront rising balloon payment mortgages that they had expected to afford by refinancing new equity that either vanished or never materialized. In August 2008, Chula Vista’s eastern 91913 zip code had the highest home mortgage default rate in the county with 154 filings and 94 foreclosures, an increase of 154% over one year previously. Regionally, the county saw 1,979 foreclosures in August.

Professionals from the real estate and mortgage industries object to Chula Vista’s response to the crisis for the additional burdens it places on their struggling finances. Said San Diego real estate agent Marc Carpenter, “that kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.” Yet city councils in many communities have been under pressure to do something about increasing numbers of vacant properties. Concentrations of abandoned and neglected homes can attract vandals who hasten the decline of struggling neighborhoods. Jolie Houston explained that city officials “can’t fix the lending problem, but they can try to prevent neighborhoods from becoming blighted.”

CEO Robert Klein of Safeguard, a property management firm, told the Union Tribune that his industry is having difficulty adapting to the rapidly changing local ordinances. “Every day we discover a new ordinance coming out of somewhere”, he complained. Dustin Hobbs, a spokesman from the California Association of Mortgage Bankers agreed that uneven local ordinances are likely to increase the costs of lending. Hobbs advised that local legislation is unnecessary due to California State Senate Bill 1137, which was recently approved to address blight. Yet according to Houston, the statewide measure falls short because it fails to address upkeep needs during the months between the time when foreclosure begins and when the lender takes title.

Revision Rhinoplasty: You Should Go For It To Correct The Faults Of Primary Rhinoplasty And Get The Desired Nose:

bytimothyharvard

A patient who is not delighted or satisfied with the look of his nose after a nose job can consider undergoing revision rhinoplasty. Most of the times the patient is happy with the look of his nose after the surgery is performed. Before the surgery is performed the surgeon and the patient discuss about the results that will be seen after the operation. The patient must let his surgeon know about his expectations about the look of his nose after the surgery. In the rarest of cases, the patient still remains dissatisfied after the nose job; in cases such as these he has to look for an experienced surgeon who will be able able to fix the nose job gone wrong.

As the nose is located at the center of the face, it is difficult to ignore any visible deformities in it. Revision rhinoplasty has to be sought for in order to remove the scars or fix the errors that had cropped up after primary rhinoplasty. Primary nose jobs are performed with full precision to give a desired nose to the patient but sometimes the patient is not satisfied with the look that he gets after the surgery. One may opt for a revision of the nose because he is not happy with the way it looks and wants to get back to the nose before the surgery was performed or he is having difficulty in adjusting to the look of new nose. In most of the cases the patient does not return to the surgeon who performed his nose job to fix these errors. This is simply because he does not trust him any longer to do the job rightly; This makes it hard for surgeons performing secondary rhinoplasty as they have to first make the patient trust them and then explain to them about the measures that should be taken to fix the nose. The surgeon should be experienced to deal with a nose that has already been altered before and have the qualification to make his patient satisfied. His experience can come into test as no two faces are the same nor do two people have the same facial structure.

There are many surgeons who perform revision rhinoplasty. Los Angeles surgeons believe that a nose job not done well can lead to a lot of emotional distress. They ensure to their patients that they will not have to face difficulties any further. These patients are hard to convince as they have spent quite a sum to get a nose job done. Once they gain the confidence of the patients, its their skill to fix a bad nose job that finally comes into test.

Guinean military leader in ‘favourable’ condition after attempted assassination

Monday, December 7, 2009

Morocco said earlier today that Guinea’s military ruler, Moussa Dadis Camara, has undergone successful surgery for gunshot wounds sustained on Thursday in an apparent assassination attempt. Guinea’s military government is offering a reward for the capture of the former head of the presidential guard whose men are accused of carrying out the attack.

File photo of Captain Camara

The inspector of Morocco’s Royal Armed Forces’ health services said that Camara has had successful surgery for head trauma. In a statement issued by Morocco’s official press agency, Dr. Ali Abrouq said Camara’s condition is “not worrying.”

“The current health condition of the Guinean president does not inspire concern,” Abrouq noted in a statement. “The result of the operation is favorable.”

Camara flew to Morocco on Friday after being shot the day before by men loyal to his former aide-de-camp, Lieutenant Aboubacar Sidiki Diakite, who is also known as Toumba. Toumba escaped the attack, and is still at large with a group of the presidential guard.

Harouna Kone, a spokesman for the junta, commented that Camara should be able to return to Guinea by Wednesday. “The president is doing very well and we expecting that he will come back maybe on Wednesday […] he is in the Royal Hospital of Rabat, and I think that everything is well there. He called last night and [spoke] with his minister of communication and they discussed about something,” he said, as quoted by the Voice of America news agency.

Security forces, meanwhile, are patrolling Guinea’s borders in search of Toumba, and the government is offering a reward for information leading to his capture.

Guinea’s vice-president and defense minister, General Sekouba Konate, became the interim leader following the attempted assassination.

Thursday’s shooting followed an argument between Toumba and Camara about who should take responsibility for the killing of opposition demonstrators two months ago. Witnesses say Toumba gave the order for the presidential guard to open fire on people protesting Camara’s expected presidential candidacy.

Local human rights groups said that at least 157 people were killed on September 28; the military put the number at 57 people.
