A robotic system at Stanford Medical Center was used to perform a laparoscopic gastric bypass surgery successfully with a theoretically similar rate of complications to that seen in standard operations. However, as there were only 10 people in the experimental group (and another 10 in the control group), this is not a statistically significant sample.

If this surgical procedure is as successful in large-scale studies, it may lead the way for the use of robotic surgery in even more delicate procedures, such as heart surgery. Note that this is not a fully automated system, as a human doctor controls the operation via remote control. Laparoscopic gastric bypass surgery is a treatment for obesity.

There were concerns that doctors, in the future, might only be trained in the remote control procedure. Ronald G. Latimer, M.D., of Santa Barbara, CA, warned “The fact that surgeons may have to open the patient or might actually need to revert to standard laparoscopic techniques demands that this basic training be a requirement before a robot is purchased. Robots do malfunction, so a backup system is imperative. We should not be seduced to buy this instrument to train surgeons if they are not able to do the primary operations themselves.”

There are precedents for just such a problem occurring. A previous “new technology”, the electrocardiogram (ECG), has lead to a lack of basic education on the older technology, the stethoscope. As a result, many heart conditions now go undiagnosed, especially in children and others who rarely undergo an ECG procedure.

Supreme Court orders resumption of sealing drive in New Delhi

The Indian Supreme Court has refused to grant any relief to the owners of unauthorised commercial establishments in New Delhi. A two judge bench of the Supreme Court, headed by Chief Justice Y K Sabharwal, said today that it found no grounds for modifying its previous order to seal commercial establishments violating zoning regulations.

The Group of ministers had previously decided not to resume the sealing drive. The Delhi state government and the central government had filed an application to review the order on November 3, 2006 because of fear of violence in the city if the sealing would be resumed. But Supreme Court denied their request and ordered to resume the sealing drive.

The apex court added that the government is not powerless to control the situation. According to article 141 and 144 of the constitution, authorities should follow the court’s order.

The court ordered the MCD to use police force, if required, to carry out the process. The MCD has decided to meet in the afternoon to discuss the consequences of the Supreme Court verdict.

On the other hand, traders are very unhappy with the court order. Praveen Khandelwal, Secretary General of the Confederation of All India Traders (CAIT), said that the traders were expecting the apex court to take a humanitarian decision. He added that if the sealing drive is not stopped traders would start a non-cooperation movement, a nationwide strike against the government.

New Jersey woman identified after fifteen years in psychiatric home

A Jane Doe who had been living in a New Jersey psychiatric home for 15 years has finally been identified.

The 74-year-old woman, who has been staying at a Hunterdon County psychiatric hospital since she was found wandering lost and disoriented in Woodbridge Township in 1994, has been identified as Elba Leonor Diaz Soccarras.

The state New Jersey Department of Human Services Police has been searching for the identity of Soccarras for years. She was found well-dressed and clean, but alone and with no memory, at the Woodbridge Center mall in Middlesex County with no identification in her purse.

After receiving multiple tips in response to newspaper stories about the woman, Human Services Police Lt. Eduardo Ojeda said the department was able to slowly piece together fragments of information until her identity was confirmed.

Police have still not determined how she ended up at the mall alone or why nobody reported her missing. Authorities will later determine whether a criminal investigation is necessary.

According to The Star-Ledger, Soccarras has said the name “Elba Leonor Soccarras” during her brief stint at the Marlboro Psychiatric Hospital, but no records of the name could then be found, and Malboro officials could not be sure it was her real name due to her deteriorating condition.

Soccarras previously worked at various factories making dolls, dresses, and blouses. She never married, and had one daughter, who refused to comment to media outlets.

In the late 1980s, her health began to decline and she was evicted from her home, and began frequently wandering the streets and other locations, the Star-Ledger reported.

Blow out sales prices likely on mattresses as new U.S. fire-resistant standards take effect

If you are in the market for new bedding, and not too concerned with the new United States guidelines for mattress fire resistance, now might be a good time to buy. Mattresses sold in the U.S. must meet new federal guidelines for flammability starting on July 1.

The peak heat release rate is limited to 200 kW during a 30 minute test. The total heat release is limited to 15 MJ within the first 10 minutes.”

The flammability of mattress sets sold in the U.S. is subject to a new mandatory federal regulation requirement passed by the Consumer Product Safety Commission (CPSC) on February 16 last year. The requirement, costing mattress manufacturers an estimated $100 million to meet, is scheduled to take effect on July 1. The commission anticipates that the new standards will save 270 lives and 1,330 injuries per year from mattress fires.

“We’ve passed a new open flame regulation and the whole idea behind the regulation is to make sure that if a mattress catches on fire that the fire burns slowly enough that people have enough time to get out of the house and get away,” said Hal Stratton, chairman of the CPSC

Radio and TV advertising spots are reacting to the new regulation by discounting prices on mattresses that fail to meet the new guidelines. Sales made in the mattress industry, like the automobile industry, are highly negotiable on price. The new regulation does not appear to have much “teeth” for mattresses already in the distribution pipeline, but it is a new law that is a bargaining position for potential buyers.

NASA: Discovery appears safe to return to Earth

NASA has said that preliminary investigations show that Discovery is safe to fly home.

Final findings will not be available for several days as a team of 200 experts study all video and stills footage taken of the shuttle during launch, and on approach to the International Space Station (ISS), with which Discovery docked earlier today.

Images from new cameras have revealed that a section of foam weighing some 250 g fell away from the external fuel tank during launch, but did not strike the Orbiter. However, NASA has announced the grounding of all further planned Shuttle launches until they have a firm understanding of why the foam comes away, and what to do about it.

A piece of foam striking the Columbia‘s wing during take-off in January 2003 was responsible for the loss of the craft as it made its reentry to Earth’s atmosphere.

As part of the check for damage the crew of Discovery used a laser-scanner on the robotic arm to inspect the craft’s wing leading-edges and nosecone. The belly of the Orbiter will be checked later this week.

In a first, the Shuttle also performed a slow back-flip in some 180 m from the ISS enabling the two-man crew of the space station to take high-resolution images of the underside of the Orbiter.

An escrow account is where a third party holds the money meant for a payment until the transaction takes place and then the money is released at a prearranged time. A real estate escrow account is maintained by an escrow agent who works for both the lender and the borrower. To help give an example of how an escrow works, let’s say there are two buddies who both make a bet on a football game and they give their money to a third friend to hold on to the money until the game is over and this friend then gives the money to the winner of the bet. This way, both of the parties betting will know that they will get the money they agreed to if they win the bet. Another example of an escrow concept being used is with a vending machine. A person puts money into the machine and the money is held in a figurative ‘waiting area’ until the machine works properly and then drops the money into the coin vault and gives the buyer what he chooses. If the machine does not work properly, then the vender can push a button and the money will come back out at no loss to the buyer.

In the world of real estate an escrow account is vital. If a borrower has one annual property tax payment of 3,000 dollars and an insurance payment of 500 dollars, then there is a great chance that when the time for the payment comes, the borrower will not be able to make the lump sum payment. Therefore, in the mortgage contract, the borrower will make monthly payments to an escrow account which will in turn make the lump sum payment at the due date for the taxes and insurance. In this case, instead of paying $3,500.00 at one time, the borrower will pay a much more manageable $300.00 a month to the third party escrow agent and the agent will make sure the lump sum payment is made on time. Restrictions imposed in China textile trade with U.S.

In an effort to ease complaints by the U.S. and Europe about a heavy influx of low priced Chinese goods, China will raise export tariffs on 74 categories of textile products in June. This follows plans from the U.S. to impose quotas on Chinese textiles and clothing.

Products likely to see an increase from the Chinese move include synthetic fiber shirts, trousers, knit shirts and blouses, cotton shirts, and combined cotton yarn. Last week, similar restrictions were imposed by the U.S. on cotton trousers, knit shirts, and underwear. Currently, a 2.5 cent charge per item is imposed; the new tariff will raise this to the equivalent of 12 cents per piece now. While this is a fourfold increase, it is not expected to affect consumer prices. Because of this, some doubt the tariff will have any effect on correcting the trade imbalance.

This move is in response to U.S. trade quotas imposed due to concerns that increased Chinese goods would put U.S. textile manufacturers out of business. According to Auggie Tantillo, executive director of the American Manufacturing Trade Action Coalition, a textile industry group in the U.S., the move will preserve 10,000 U.S. jobs. The new U.S. trade quota will limit the growth of Chinese textile imports to 7.5 percent compared with shipments over the past year.

Prior to January 1, a global quota system helped regulate the trade. With the quota system gone, fears have arisen that a flood of Chinese goods could undercut U.S. competitiveness in the market. China is able to market its goods cheaply due to an artificially weak yuan. The U.S. Treasury criticized the China yuan policy as “highly distortionary”, posing a major risk to China’s economy itself and to global economic growth. They challenged China to revalue its currency to bring it to a level they believe will allow fairer competition between global manufacturers.

China has disputed the charges of the U.S. Treasury. Chinese Commerce Minister Bo Xilai said, “I believe they are not reasonable”.

Laura Jones, a representative of large retailers, also criticized the move, saying “These restrictions on imports from China will do absolutely nothing to help the U.S. textile industry — and the government knows it.”

China has seen a boom in economic growth in recent years due to growing trade surpluses with the West, but economists worry that the trade gap will cause longer term global economic problems. China’s textile and apparel exports are the most noteworthy example, with exports up over 1,000 percent in some categories this year and the rapid loss of marketshare and jobs by U.S. textile manufacturers.

Beginning in 1978, the Chinese economy has been transforming from a Soviet-style centrally planned economy to more of a free market style system, under the rigid political control of Communist Party of China.

To this end, the government has leveraged foreign trade to stimulate economic growth. The result has been a fourfold increase in GDP, making China the sixth largest economy in the world. By 2012 the People’s Republic of China may have the highest GDP in the world.

According to U.S. statistics, from 1999 to 2004 China’s trade surplus with the U.S. doubled to $170 billion. Wal-Mart is China’s seventh largest export partner, just ahead of the United Kingdom.

However, the gains from their “socialist market economy” have not been without problems. The Chinese leadership has often experienced the worst results of socialism and capitalism: bureaucracy, lassitude, corruption, and inflation. Inflation rates have been an on-going challenge, reaching as high as 17% in 1995.

Environmental deterioration is a longer-term threat to economic growth. In 1998, the World Health Organization reported that China had seven of the 10 most-polluted cities on Earth. Another concern among some economists is that China’s economy is over-heating, and due to its global economic expansion this could have major repercussions among other nations.

Typically, wages have been low and working conditions poor, with workers living in restrictive dormitories and working at boring factory jobs. However, recent labor shortages have started improving conditions, and raising the minimum wage towards the equivalent of 100-150 US dollars per month. The labor shortages are in part a result of a demographic trend caused by strict family planning.

Gene mutation produces autism-like traits in mice

By causing the mutation of one specific gene, researchers have produced mice with two frequently encountered behavioral traits of persons diagnosed with autism. Autism commonly affects the ability to interact socially and is associated with repetitive behavior. The finding was reported in the March 20 online edition of Nature.

Using mice, researchers at the Massachusetts Institute of Technology (MIT) and Duke University mutated one of the genes associated with autism, known as shank3, a gene that controls the production of the shank3 protein present in the brain. Mice that were given this mutation exhibited repetitive behavior and avoided social interactions with the mice around them.

According to MIT Professor Guoping Feng: “Our study demonstrated that Shank3 mutation in mice lead to defects in neuron-neuron communications.”

Shank3 protein are found in synapses within the brain. Synapses allow brain cells (called neurons) to communicate with each other. The mutation in the mouse gene interfered with this communication, apparently producing the subsequent autism-like traits. Researchers believe their work demonstrates the important role of shank3 in the functioning of brain circuits that determine behavior.

While hundreds of genes have been linked to autism in human patients, only a small percentage have been linked to shank3. Professor Feng hypothesizes that disruptions of other genes that act on the production of brain proteins affecting synaptic communication may also be related to autistic behavior. If this disruption is real, Feng claims that treatments could be developed to correct synaptic function for any defective synaptic protein in an autistic patient.

Feng continued; “These findings and the mouse model now allow us to figure out the precise neural circuit defects responsible for these abnormal behaviours, which could lead to novel strategies and targets for developing treatment.”

About one in 110 children in the U.S., and at least one in 100 in UK, have been diagnosed with an autism spectrum disorder, for which there is currently no effective cure.
