Oklahoma trooper on leave after altercation with ambulance personnel

An Oklahoma police officer is on paid administrative leave, following an altercation with ambulance personnel while they were transporting a patient to the hospital. Trooper Daniel Martin, a member of the Oklahoma Highway Patrol (OHP), was caught on video by his police vehicle’s dashboard-camera in a physical struggle with paramedic Maurice White, Jr. after Martin pulled the ambulance over. Martin had previously passed the ambulance while en route to another call, but came back and pulled over the ambulance. The incident occurred on May 24, and footage from the police dash-cam was released following a tort claim filed by paramedic White.

It has also been suggested that the previous call had in-fact been to pick up his wife from a police station who was then present in the car during the incident between Martin and the ambulance.

Footage by the OHP released Friday shows the ambulance personnel repeatedly informing Trooper Martin that they have a patient in the back of the ambulance that they are in the midst of transporting to the hospital. Martin yells at the ambulance driver for making what he claims was an obscene gesture – the ambulance driver asserts he raised both hands signalling confusion at the police officer’s actions. Trooper Martin can be heard telling the ambulance driver “I’m going to give you a ticket for failure to yield, and when I go by you saying ‘What’s going on?’ you don’t need to give me no hand gestures now, I ain’t going to put up with that [expletive], do you understand me?”

The video from the police dash-cam is eight minutes long, and paramedic White can be seen twice being pushed up against his ambulance by Trooper Martin. In one instance, Martin shoves White up against the ambulance while gripping his neck tightly with his other hand. In a written statement, paramedic White described the hold placed on him by the Trooper, stating “he engaged my trachea in a claw-like grip digging his nail into my neck while partially shutting off my air supply.”

The sister of the patient in the ambulance, Clara Harper, was following the ambulance and witnessed the incident. Harper later viewed the footage from the police dash-cam, and she stated to Tulsa World paramedic White “never once became aggressive to that trooper.” She asserted that “He did nothing wrong.” After the ambulance was allowed to continue transporting the patient to the hospital, Harper got into the ambulance to be with her sister. “She was scared, and I was trying to calm her down and telling her everything was going to be all right,” said Harper.

My biggest concern was for the patient. If there’s any nightmare from this, it’s because of what that mother, that patient, had to go through.

Paramedic White was interviewed by KOKI-TV, and recounted his thoughts as the incident was taking place. He stated his main concern was for his ambulance patient: “It was surrealistic because I’ve never had such an experience. My biggest concern was for the patient. If there’s any nightmare from this, it’s because of what that mother, that patient, had to go through.” White’s attorney told KOKI-TV that if White deemed the arrest to be unlawful, he had the right to resist it. White is a paramedic for Creek Nation Emergency Medical Services in Oklahoma. He told FOX News he was surprised at the actions of the police trooper. “He’s taken an oath, just as I have, to protect and serve. I could not believe that this was happening,” said White.

The Oklahoma Department of Public Safety decided to release the police dash-cam video publicly after amateur video of the incident was posted to the video-sharing website YouTube. Captain Chris West, spokesman for the OHP, explained why the video was not released earlier. “We’ve been well aware of the fact that this incident has drawn enormous attention, but made the decision to protect the integrity of the investigation, any and all relevant evidence, as well as the rights of the department employees,” said West. Prior to the release of the dash-cam video, a relative of the patient had posted video of the incident to YouTube. The son of the ambulance patient can be seen in a video stating to the camera “Highway patrolman pulled over my mom’s ambulance because he’s mad we didn’t pull over, and he tried to arrest … the EMT from taking my mother to the hospital.”

Richard O’Carroll, the lawyer for paramedic White, said that Trooper Martin abused his authority as a police officer. “Everything on this needs to relate back to why are we here? One man is there protecting a patient and one man is there abusing his authority and throwing his weight around,” said O’Carroll. White’s attorney filed a tort claim on behalf of his client in order to get the video of the police vehicle’s dash-cam released. Trooper Martin’s lawyer says he did not realize a patient was in the ambulance at the time of the incident.

O’Carroll explained the decision of paramedic White not to use sirens while transporting his patient to the hospital: “There was a reason he wasn’t running sirens. There was a suggestion of chest pains and a heart condition and sirens aggravate these conditions by increasing the blood pressure.” However the attorney for Trooper Martin, Gary James, said that the ambulance was not exempt from regulations because it did not have its sirens on. “If they’re not running their sirens or lights, they don’t get afforded any emergency vehicle exemptions,” said James. The OHP chief is handling an internal review into the incident. As of June 1, Trooper Martin has been on paid administrative leave.

Obama to suspend Arctic oil drilling

According to Democratic Senator Mark Begich from Alaska, the U.S. Department of the Interior has decided to halt all new Arctic exploratory oil drilling applications until 2011. The response is believed to be caused in part by the two current oil spill disasters (that of the Deepwater Horizon Incident and more recently the Alaska oil pipeline malfunction). However, Begich is not happy about the actions taken by the White House.

“I am frustrated that this decision by the Obama administration to halt offshore development for a year will cause more delays and higher costs for domestic oil and gas production to meet the nation’s energy needs,” Begich claims.

Last September, the state of Alaska made a public notice about Shell’s desire to drill off the coast of the Beaufort Sea, placing experimental drilling rigs at two drill site location: “Torpedo” and “Sivulliq”.

“Shell is committed to undertaking a safe and environmentally responsible exploration program in the Chukchi Sea and Beaufort Sea in 2010,” said Shell Oil Company President Marvin E. Odum to the U.S. Department of the Interior’s Mineral Management Service (MMS).

Odum follows with, “I am confident that we are ready to conduct the 2010 Arctic exploratory program safely and, I want to be clear, the accountability for this program rests with Shell.”

Chuck Clausen, director of the Alaska project at the Natural Resources Defense Council is not so optimistic: “Hazards present in the Arctic can include frigid temperatures, presence of sea ice, gale-force winds, intense storms and heavy fog … The potential for loss in the Arctic is great.”

Odum believes that the climate in the arctic will make any spill easier to clean up because, “Arctic conditions create differences in responding to oil in cold and ice conditions. Differences in evaporation rates, viscosity and weathering provide greater opportunities to recover oil. In Arctic conditions, ice can aid oil spill response by slowing oil weathering, dampening waves, preventing oil from spreading over large distances, and allowing more time to respond.”

However, Clausen believes that there are no current systems to remove oil from icy ocean waters.

This is not the first time that President Obama’s administration has taken the environmentally cautious path in Alaska. The President put Bristol Bay off limits to oil and gas exploration until 2017. Bristol Bay currently is one of the top salmon fishing grounds in the state.

Interior Secretary Ken Salazar is expected to give a speech at Thursday’s White House address, regarding the suspension of Arctic oil drilling projects.

Airplane crashes into ocean in Micronesia

Yesterday morning near the international airport located on Weno island of Chuuk state of the Federated States of Micronesia, Oceania a passenger airplane of model Boeing 737-800 flown by the Air Niugini carrier crashed into sea as its pilot missed the runway. All 47 people on board — by differing reports, 36 passengers and eleven crew or 35 passengers and twelve crew — survived.

The report by the international commercial aviation safety organization Jet Airliner Crash Data Evaluation Centre indicated the crash coincided with a sudden intensification of the weather conditions. timeanddate.com-supplied data from CustomWeather reported rain showers at 9:40 a.m. local time, following cloudy conditions at 8:50 a.m.

The airplane reportedly landed around 9:30 a.m. local time, short of the runway by about 160 m to 200 m (about 525 to 650 feet), according to reports. Locals immediately began to rescue the passengers and crew on fishing boats. Officials arrived after about ten minutes, according to a witness quoted by The Guardian.

In an interview, a passenger alleged the crew started panicking and yelling, The Guardian reported. A first responder, Dr James Yaingeluo, also said the airplane crew were in panic. He said, “There was a little bit [of] chaos at first because everybody was really panicked and tried to get out of the plane […] other than that we were doing as much as we can. Luckily there are no casualties.”

Yaingeluo said nine people were taken to a hospital. Four people remained in hospital, one “seriously injured”, according to reports recounted by ABC News on Friday evening.

Flight 73 was coming from Pohnpei in the Federated States of Micronesia. Its destination was Port Moresby in Papua New Guinea, with a stop at the Chuuk state.

Moldovan Prosecutor General’s Office finishes investigation regarding Valeriu Pasat

Prosecutors are investigating Valeriu Pasat, a former Moldovan Defense Minister and current adviser to the Chief of Unified Energy Systems of Russia, for reported sales of Moldovan military equipment for personal gain.

Pasat is being held regarding two charges. The first involves illegal sales of multiple missile launchers to the firm Joy Slovakia, and the second regarding the sale of 21 MiG-29 jets to the United States in 1997. The first deal is reported to have cost Moldova US$1.8 million, with the second costing $53 million.

Pasat’s lawyer Gheorghe Amihalachioae stated that Pasat had been given the materials for his criminal case to read. Pasat was summoned to the court, but refused to give testimony, instead stating that Moldovan authorities made up the charges against him for their own political gain.

If Pasat is found guilty on both charges, he could face from five to 12 years in prison.

Canada’s Astral Media Inc. to aquire Standard Radio

Canadian Astral Media Inc. will buy out Standard Radio Inc., which runs many radio stations in Canada. Standard Radio Inc. is the largest privately owned multimedia company in Canada.

Montreal based Astral Media Inc. will buy all of the assets from Standard Radio Inc. for about CAN$1.2-billion. Standard Radio Inc.’s 52 radio stations, and Astral’s 29, will be brought together by Astral Media Inc. This will give Astral 81 radio stations in total. This makes Astral the largest radio operator in Canada of FM and AM radio.

“With the acquisition of Standard Radio, Astral Media will not only be acquiring the best performing radio stations in the country, we will at the same time acquire a company with similar values and culture. said Ian Greenberg, President and CEO of Astral Media.

“Over the past four decades the Slaight family has built a remarkable collection of strong radio brands and has contributed meaningfully in shaping the Canadian radio industry as we know it today. We are delighted with the prospect of welcoming Standard Radio’s employees into our team.”

Gary Slaight, President and CEO of Standard Radio also commented on the deal.

“We are looking forward to becoming a part of the Astral Media family,” said Gary Slaight, President and CEO of Standard Radio. “We are pleased to see our legacy live on with a company such as Astral that has such a strong track record and commitment to its employees and to the Canadian radio and television industries.”

All of Astral’s radio stations are run in Quebec and Atlantic Canada and it also runs various television stations across Canada. Astral also has two french channels that broadcast on Sirius satellite radio Canada.

The company hopes to finalize the deal in or before April.

Brazilian President Lula met Chavez, military and economic cooperation

CARACAS, Venezuela —The Brazilian President Luiz Inácio Lula da Silva met the Venezuelan President Hugo Chavez on February 14, 2005 in Caracas, Venezuela. Brazil and Venezuela signed agreements of cooperation on many areas. According to the Brazilian government this was a strategical encounteur. This meeting is the first of three meetings that President Lula will have with South American Presidents in three days. The scheduled meetings are with the presidents of: Venezuela (February, 14), Guiana (February, 15) and Suriname (February, 16).

President Lula was accompanied by the following comitiva: the Minister of Development, Industry, and External Trade Luiz Fernando Furlan, the Minister of Finance Antônio Palocci, the Minister of Foreign Relations Celso Amorim, the Minister of Health Humberto Costa, the Minister of Mines and Energy Dilma Roussef, the Minister of Tourism Walfrido Mares Guia, the President of Petrobras José Eduardo Dutra, the President of National Economic and Social Development Bank (BNDES) Guido Mantega, the President of Eletrobrás Silas Rondeau Cavalcante Silva and the Special Secretary for Aquaculture and Fisheries José Fritsch. In addition a delegation of executives representing enterprises from Brazil accompanied the President.

The Brazilian Ministry of External Relations told the trip aims the construction of a strategical alliance and commercial integration between both countries. The Brazilian Presidential Advisor Marco Aurélio Garcia said:”With this gesture, Brazil will consolidate one of its major political goals, which is the constitution of a South American community of nations”. He added: “These agreements with Venezuela are strategical. We want this agreement as a model for other agreements in the region.”

Days before the arrival in Venezuela and commenting about the trip Lula said: “We’re going to do the same thing in Colombia and in other countries in which integration is no longer a campaign speech but part of the way we deal with real things, day to day”.

The integration of the Latin America is the politics repeatedly proposed by Lula during the meetings of the Foro de São Paulo. According to him and the others members of the Foro there must be a integration among all the left parties and governments of Latin America. The union aims to be an alternative and opposing force to the politics and influence of the richest countries, mainly the United States. Auckland Regional Council supports Eden Park upgrade in New Zealand

The Auckland Regional Council (ARC) has voted to support an upgrade of Eden Park and not the New Zealand government’s preferred option of a new stadium built on Auckland’s waterfront. The stadium consultation is because to host the Rugby World Cup, which New Zealand is hosting in 2011, the final venue has to be able to seat at least 60,000 people.

Trevor Mallard, minister for sports, would not comment on the decision made by the ARC. Mr Mallard would not speak to the media until Monday when he goes to the cabinet.

Yesterday the Auckland City Council also made their decision on the stadium but they had a different opinion, going with the waterfront stadium.

Mr Mallard said a fortnight ago that the final will go to Christchurch’s stadium Jade Stadium if the two councils could not agree on the stadium they wish to pursue.

With coming to its decision the ARC said that it sympathizes with the public as there was no formal public consultation and the two weeks given to them to make their decision and tell the government their choice was not enough time.

The ARC also said that the Auckland City Councils resolution to move the waterfront stadium around 200 metres to the east is not viable as found by a Technical Working Group working for Trevor Mallard.

“By taking this decision, they may be putting more responsibility on Auckland ratepayers,” the mayor of Auckland, Dick Hubbard, said.

The ARC found the waterfront stadium was “inappropriate” because there would be a significant adverse reaction to the council owned Ports of Auckland, special legislation would be required to build it, it would have a “negative impact on the heritage and urban design values of the Britomart precinct and the adjacent waterfront area”, and it would be quite expensive to build.

With all the above considered the ARC decided to pursue the Eden Park option as it is also an internationally recognised stadium and was used for the bid to attempt New Zealand to get the 2011 Ruby World Cup.

“Trevor Mallard’s stadium is a dead duck,” he said. “This afternoon he has no option but to take the waterfront stadium off the table,” Keith Locke, Member of Parliament for the Green party.

The government of Sierra Leone had expressed its intend to abolish user fees for women and children with a new plan for a fairer health care system that was to be revealed on the Sierra Leone Investment and Donor Conference, which was held in London on November 18 and 19.

“The Sierra Leone government has publicly stated its commitment to abolish user fees, and the UK government and other donors have promised to help,” said Seco Gerard, advisor at Médecins Sans Frontières’s analysis and advocacy unit. “What is crucial now is that Sierra Leone actually receives the necessary funding and technical assistance to realise this objective. It is time that words are being followed up by concrete action. If not, people who could otherwise be saved will continue to die needlessly every day.”

The Telegraph reports that president Bai Koroma was also hoping to secure a significant increase in aid donations with his new health plan.While Germany declined to support president Bai Koroma’s “Agenda for Change” and urged to give more consideration to women’s welfare the country received support from the European Union, DFID, UNIPSIL, World Bank, IFAD and the African Development Bank. In a presentation at the Ministry of Finance and Economic Development in Freetown the Unicef representative for Sierra Leone, Mr. Mahimbo Mdoe, expressed gratitude about a pledge of about $1.3 million conveyed by the Ambassador of Japan to Sierra Leone, His Excellency Mr. Keiichi Katakami, and about earlier donations to UNICEF-Sierra Leone in the past years, amounting to over $20 million.The intended application of the funding is the goal to half child and maternal mortality by 2010, to introduce a social health insurance scheme, to improve equipment and to train health professionals.
